As part of our commitment to transparency, the Rochester Police Accountability Board is sharing non-identifying data from misconduct complaints submitted by community members.
Each month, the PAB receives allegations of police misconduct from the public. While the Board is currently unable to investigate individual complaints, we continue to review and process each submission to classify it within the PAB’s nine categories of misconduct.
Making this information more accessible helps the public better understand the types of allegations being reported and supports the PAB’s ongoing efforts to promote accountability and informed community dialogue.
Use of Force FY 2024-2025
In Fiscal Year 2024–2025, the Rochester Police Accountability Board received 145 misconduct complaints and opened 128 investigations before the April 2025 Locust Club II ruling.
Nearly 40 complaints included allegations of use of force by Rochester Police.
These are allegations submitted by community members and have not been investigated to determine whether misconduct occurred.
