OFFICE OF THE EXECUTIVE DIRECTOR
The Office of the Executive Director leads the Police Accountability Board (PAB) in fulfilling its Charter-mandated mission of ensuring independent oversight of law enforcement in Rochester. The Executive Director serves as the agency’s chief executive, responsible for providing strategic vision, operational leadership, and organizational accountability while working in close partnership with the nine-member volunteer Board.
Key Responsibilities
- Strategic Leadership – Oversee and align all divisions of the PAB: Case Management, Investigations, Policy & Oversight, Public Affairs & Community Engagement, and Operations.
- Agency Administration – Manage day-to-day operations, staff, and budget to ensure effective and efficient use of public resources.
- Oversight & Accountability – Guide investigations, case review, and policy analysis to address community concerns and promote systemic change.
- Transparency & Reporting – Publish regular reports that share complaint and policy recommendations with the public, Board, and City leaders.
- Community Engagement – Build and maintain trust through public outreach, education, and meaningful dialogue with Rochester’s diverse communities.
- Board Collaboration – Provide the Board of Directors with operational updates and strategic recommendations to support effective governance.

Dr. Lesli C. Myers-Small serves as the Executive Director of the Police Accountability Board. With decades of leadership experience in education, public service, and community engagement, Dr. Myers-Small is committed to building a transparent and effective oversight agency that centers the voices of Rochester residents. Her leadership focuses on accountability, equity, and fostering a positive organizational culture that advances the mission of the PAB.
